100th Stated Meeting

The Presbytery of East Tennessee held its One Hundredth Stated Meeting at Fountain City Presbyterian Church, Knoxville on Saturday, August 22, 2009.

  • In acknowledgement of the occasion of the 100th Stated Meeting of the Presbytery, the Moderator recognized the former Presbytery moderators in attendance.  Thanks were offered to the committee that organized the displays and slide presentation in the Fellowship Hall: Liz Preston (chair), Sherry Paris and Connie Umbach.
  • Worship was led by the Rev. Frank Jump, who was a member of the Presbytery of East Tennessee at tis first Stated Meeting in 1985, and Rev. Laura Becker, who was newly ordained and received into membership of the Presbytery last November.
  • A presentation on the new Form of Government was given by the Rev. Paul Hooker, Executive Presbyter/Stated Clerk of St. Augustine Presbytery and member of the Form of Government Task Force.
  • A presentation on the Living Waters for the World - Appalachia Network was given by Dan Terpstra, a member of First, Oak Ridge and active LWW volunteer.
  • An Update on Loaves & Fishes 2010 was given by Cheryl Child, a member of Lake Hills and chair of the L&F Committee.

The following Mission Teams and committees had the following actions:

General Presbyter Search Committee:  The Rev. Sharon Carter, on behalf of the General Presbyter Search Committee, moved and the Presbytery approved the following:

  • That Presbytery authorize the committee to submit its completed Church Information Form to the Committee on Ministry, the Personnel Committee, and the Coordinating Council for their review and response, that Presbytery authorize the CIF to be placed on the presbytery website for interested presbyters to study from September 9 thru September 19, and that responses be made promptly on line to the presbytery office.  Further, we move that the Moderator fo the Coordinating Council than receive all responses, that it make any changes it deems necessary, and that it send the approved CIF to the search committee by September 24.

Committee on Ministry:  The Committee moved and the Presbytery approved the following:

  • That the Presbytery of East Tennessee approve the commissioning of Mrs. Gloria Mencer to Shiloh Presbyterian Chruch as commissioned lay pastor for the period of one year beginning August 30, 2009 to July 31, 2010; her commissioning to take place at Shiloh Church on August 30, 2009 during the 11 o'clock worship service; to approve her terms of call; and grant to Mrs. Mencer all privileges outlined in the Book of Order G - 14.0562 (a-e) during the term of her commissioning.
  • That the Presbytery of East Tennessee sustain the examination of the Rev. Samuel Choi, concur in the call of the Rev. Choi to the Korean Church of Knoxville, receive him into Active Membership fromt eh Northeast Presbytery of the Korean Presbyterian Church in America, approve his terms of call, and approve the installationof the Rev. Choi as pastor of KCK on Sunday September 27, 2009, at 4:30 p.m. at Korean Church of Knoxville.
  • That the Presbytery of East Tennessee sustain the examination of the Rev. Sean White as pastor of Eastminister Presbyterian Church, concur in the call of the Rev. Sean White to Eastminster, and approve his terms of call.
  • That the Presbytery of East Tennessee receive into its membership the Rev. Cory Scott from the Presbytery of Mississippi.
  • That the Presbytery of East Tennessee approve the minimum terms of call for ministers and the minimum salary guidelines for Directors of Christian Education for the year 2010.

Committee on Preparation for Ministry:  The Committee on Preparation for Ministry moved and the Presbytery approved  the following:

  • That the session of Highland Presbyterian Church and the Committee on Preparation for Ministry have examined Inquirer Michael G. Isaacs and strongly recommend he be enrolled as a Candidate.
  • That the Presbytery if East Tennessee send three graders to the ordination exam grading in Atlanta in Spring 2010.  Principal graders:  Rev. Bud Little (HR), Rev. David Bell (First, Greenback) and Rev. Paul Young (First, Harriman).  Alternate graders:  Rev. Anne McKee (Maryville College) and Rev. Jim Hayes (First, Soddy-Daisy).

Property & Presbytery Office Operations Committee:  The Property & Presbytery Office Operations Committee moved and the Presbytery approved the following:

  • That the Presbytery of East Tennessee approve the request of Bethel Presbyterian Church and the Presbyterian Investment and Loan Program to be co-borrowers of a loan in the amount of $1,000,000.  Of this amount $450,000 will come from the Church Loan program at 5% and $550,000 will come from the Presbyterian Investment and Loan Program at 6%.  The term of the loan is 20 years.  This loan is to refinance a contruction loan.

Committee on Nominations:  The Committee on Nominations moved and the Presbytery approved the following:

  • VICE MODERATOR 2010/MODERATOR ELECT 2011:  The Rev. Ann Myers (Minister at large)
  • GENERAL PRESBYTER SEARCH COMMITTEE:  The Rev. Joe Tanner (First, Cleveland)
  • COMMITTEE ON MINISTRY: Class of 2012; Dan Sansbury (Minister,Rivermont), Pat Garrett (Elder, Madisonville), Michael Grant (Elder, Lake Hills) and Ed Umbach (Elder, First, Lenoir City)
  • COMMITTEE ON PREPARATATION FOR MINISTRY:  Class 2012; Mark Lampley (Minister, Sequoyah Hills), Colleen Curtis (Minister, Farragut), Doug Hearl (Elder, Farner) and Kandis Schram (Elder, New Providence)
  • COMMITTEE ON REPRESENTATION: Class of 2012; Jessica Carter (Youth, First, Cleveland)
  • CONNECT MISSION TEAM:  Class of 2012; Brad Palmer (Minister, Epperson)
  • EQUIP MISSION TEAM: Class of 2012; Laura Becker (Minister, Northminister), Luther Shockley (Elder, Northminister) and Jon Stuart (Minister, Erin)
  • GOVERNANCE COMMITTEE: Class of 2010; Kenneth Gates (Minister, HR); Class of 2011; Marvin Randolph (Minister, First, Rockwood) and Patricia Jones (Elder, Emmanuel); Class of 2012; Sandy Winter (Minister, HR)

Equip Mission Team

  • Keith Jones, moderator of the Equip Mission Teamk, announced the next recipients of the New Vision Banners:  Fourth United Presbyterian Church.  The banners are awarded at each Presbytery meeting to a church that is experiencing renewal.  The Rev. Sonya McAuley-Allen expressed appreciation for the honor and spoke about the merger of First United and Fourth and their hopes for the future.

Loan Committee:  The Loan Committee moved and the Presbytery approved the following:

  • That the Presbytery of East Tennessee approve a $50,000 interest free loan to Madisonville Presbyterian Church from the Presbytery's Church Loan Fund.  Payments are to be made quarterly for a term of 15 years.

Outdoor Ministries Team:  The Outdoor Ministries Team moved and the Presbytery approved the following:

  • That the Presbytery of East Tennessee employ Bri Payne as the Executive Director of the John Knox Center, beginning September 1, 2009, for a term of four (4) years.  Salary and benefits will be unchanged from the 2009 budgeted amounts - an amendment to the motion increased paid vacation from two to four weeks per year.

Stated Clerk:  The Stated Clerk moved and the Presbytery approved the following:

  • That the Commission to ordain Timothy Scoonover as Minister of Word and Sacrament of the Presbyterian Church (USA) on June 28, 2009, has completed its work and be dismissed with thanks.
  • That paragraph 6.0220 of the Manual of the Presbytery of East Tennessee be amended, and a paragraph 6.0230 be added as follows: (italicized text added to existing paragraph)   6.0220 Mission Teams may co-opt additional members and may form minsitry groups as neededEach Mission Team may consult with the Presbytery Committee on Nominations to secure co-opted members.  The General Presbyter shall be an ex officio member of Each Mission Team.         6.0230 Mission Teams may co-opt additional participants in consultation with the Presbytery Committee on Nominations.  Co-opted participants serve without vote.
